1. How can I register as a supplier to the WHO?

WHO is proud to be a partner in the United Nations Global Marketplace. We encourage suppliers to visit the United Nations Global Marketplace (UNGM) in order to register as a potential vendor. The UNGM is accessible by all participating UN agencies, funds, and programmes.

2. How can I find out whether my range of products or services is procured by WHO?

Always remember that WHO procurement is based on three tier system, which is at Global level, Regional Office level and at the Country Office level. Companies interested in doing business with the WHO have to do their own market research to find possible business opportunities for the different range of products or services they offer, details on the categories of products are provided under “What We Buy”.

4. Is there information on requests for bids/proposals?

Yes, WHO procure through recommended suppliers for most of their requirements for goods and services. WHO also procure some products under Pre-Qualification Programme (PQP), main objective of PQP is close cooperation with national regulatory agencies and partner organizations and aims to make quality priority medicines available for the benefit of those in need. This is achieved through its evaluation and inspection activities. Some of the WHO requirements are posted on the United Nations Global Marketplace and WHO procurement website under tender alerts.

5. I have been approved as a vendor by WHO. How come I have never been invited to bid?

This may be because of several reasons. It might be that the product or service you offer is only required on an occasional basis, and we simply haven't needed to buy it yet.

We want to emphasize that successful registration with the UNGM or in WHO Electronic Tendering Portal (In – Tend) should not be equated with business opportunities. It is in your own interest to find out about current projects by visiting our website or UNGM website and look at our procurement notices. In order to compete as a vendor, we advise companies to proactively market their goods and services and regularly review the websites.

6. I heard there is a bid going on for "xyz" product or service. I want to participate. Who shall I contact?

You are encouraged to contact the respective Supply Officers in the Regional offices for information on procurement action related to the product or services you offer. If it is for WHO Headquarters in Global Procurement and Logistic (GPL) at Global Service Centre (GSC) in Malaysia, you can contact on the following address:

7. Are WHO purchases tax/duty free?

As an inter-governmental organization, the UN is exempt from payment of direct and indirect taxes including duties for its purchases.

8. How does WHO pay suppliers?

WHO payment terms are normally net 30 days upon receipt of invoice, confirmation of delivery of goods or performance of contractual services, whichever is later. WHO does not issue letters of credit nor pay in advance to suppliers before delivery of goods.

10. What does "sustainable" or "green" procurement stand for?

It is WHO's policy to manage its business in an environmentally responsible manner. Environmental responsibility is part of “sustainable” or "green" procurement and includes the selection of goods and services that minimize environmental impacts. WHO "greening" procurement promotes the four ' R' strategies:

  • re-think the requirements to reduce environmental impact;
  • reduce material consumption;
  • recycle materials/waste; and
  • reduce energy consumption.

11. Can I as a vendor request for a debriefing?

WHO does not routinely convene debriefings for unsuccessful bidders. However, in the case of awards over $200,000 or technical or complex awards, WHO may decide to conduct a debriefing upon the written request from an unsuccessful bidder. The request for a debriefing must be made in writing and within 30 calendar days of the bidder’s receipt of notification from WHO that it was not awarded the contract.

12. Can I as a vendor submit a procurement complaint?

When a vendor believes that WHO did not follow its procurement rules, it may lodge a procurement complaint. The Procurement Complaint Mechanism is only available to vendors who:

  • Participated in a competitive procurement process and were not awarded a contract; AND
  • The value of the contract award is higher than US$ 200,000.

The procurement complaint must be submitted within one month of the notification of the outcome of the competitive bidding process, in writing to the following email address:procurementcomplaint@who.int

The procurement complaint must contain the following information:

    • The name, address, telephone number, fax number and email address of the bidder;
    • The title and reference number of the targeted Request for Proposals (RFP) or Invitation to Bid (ITB);
    • A detailed statement of the grounds of the complaint and an explanation of how the bidder was directly affected; and
    • Copies of relevant documents supporting the statement.

Once received, WHO will determine whether the complaint is receivable. Unsupported allegations are not sufficient for the complaint to proceed. When the complaint is receivable, WHO will perform a compliance check of the procurement action and take internal measures if required.


WHO will not be responsible for any costs incurred by bidders in submitting complaints.

Any vendor submitting a procurement complaint understands and agrees that a decision by WHO on the merits of the concern that the complainant has been treated unfairly in respect of the relevant procurement action shall in no event give rise to any entitlement on the part of the complaint to be awarded damages or any other form of compensation.

13. Can I as a vendor report a potential procurement fraud issue?

In the event that you believe that a fraudulent activity occurred during a competitive procurement process, you may lodge a complaint using the Online tool on the WHO Integrity Hotline page:

14. I have been debarred by a UN agency in the past. Can I participate in WHO procurement actions?

As a general rule, if you have been formally debarred by WHO or any agency, fund or program in the UN system, and have not been duly rehabilitated, you are not an eligible vendor to WHO.

15. Can I partner with a debarred vendor?

Business decisions are the sole responsibility of the vendor. Please be advised that any consortium, joint venture, team, or partnership that includes a debarred entity or individual will be considered ineligible for WHO procurement actions.
